Ms Hayley, who served as the United States’ ambassador to the United Nations for two years, is delivering the speech as Chinese government aggression has escalated against the United States in recent months.
Haley speaks at the American Enterprise Institute in Washington, where she is about to dive into her plans for the future of US-China politics.
She recently took a tough stance on the current US-China relationship under President Joe Biden, calling the government’s approach “weak” in a recent Washington Post article.
US Secretary of State Antony Blinken recently returned from an important trip to China, where he met with Chinese President Xi and other officials.
The trip was aimed at easing tensions between the two countries following the sighting of a Chinese spy balloon over US territory in February.
Ms Hayley has ignored recent polls suggesting she is significantly behind President Donald Trump and Florida Governor Ron DeSantis among Republicans.
“I’ve been underestimated in everything I’ve done,” she said.
She added: “It’s a blessing because it makes me rambling, it makes me work hard.”
